Implement get_syscall_trapinfo for aarch64-linux 

gdb/gdbserver:

	* linux-aarch64-low.c (aarch64_get_syscall_trapinfo): New
	function.
	(the_low_target): Install aarch64_get_syscall_trapinfo.
