(check in missing file)

* win32-nat.c (cygwin_exceptions): New variable.
(handle_exception): Treat a cygwin exception like a normal exception if
cygwin_exceptions is true.
(_initialize_win32_nat): Add "set cygwin-exceptions" handler.
