* elf32-v850.c: Add HOWTO entries for R_V850_GNU_VTINHERIT and 

R_V850_GNU_VTENTRY.
        (v850_elf_check_relocs):  Handle VTINHERIT and VTENTRY relocs.
        (v850_elf_perform_relocation):  Likewise.
        (v850_elf_final_link_relocate):  Likewise.
        (v850_elf_relocate_section):  Likewise.
        (v850_elf_gc_sweep_hook):  New routine.
        (v850_elf_gc_mark_hook):  New routine.
        (elf_backend_can_gc_sections):  Define.
