* objcopy.c (filter_symbols): Explicitly stripping a symbol used in relocations is an error. 

Retype 'keep' to bfd_boolean.
* binutils-all/objcopy.exp: Add test for stripping a symbol used in a relocation.
* binutils-all/needed-by-reloc.s: New file.
