	* elf32-arm.c (elf32_arm_final_link_relocate): Avoid emitting a
	dynamic reloc for symbols with dynindx == -1.
	(allocate_dynrelocs_for_symbol): Avoid allocating space for a
	dynamic reloc for symbols with dynindx == -1.
