* config/tc-xtensa.c (RELAXED_LOOP_INSN_BYTES): New.
	(next_frag_pre_opcode_bytes): Use RELAXED_LOOP_INSN_BYTES.
	(xtensa_mark_zcl_first_insns): Rewrite to handle corner case.
