* lib/gdb.exp (skip_altivec_tests): New function, based on
        check_vmx_hw_available from the GCC testsuite.
        * lib/gdb.arch/altivec-abi.exp: Use skip_altivec_tests.
        * lib/gdb.arch/altivec-regs.exp: Likewise.
