(DEFAULT_TARGET_FORMAT): Define.
(DEFAULT_BYTE_ORDER): Define to little endian.
(TARGET_FORMAT): Byte order is now selectable.
* config/tc-arc.c (arc_target_format): New variable.
(byte_order): New variable.
(md_longopts): New options -EL, -EB.
(md_parse_option): Recognize them.
(md_show_usage): Print them.
(md_begin): Set target_big_endian.
