Remove regcache_cooked_read_value

Remove regcache_cooked_read_value, update callers to use
readable_regcache::cooked_read_value.

gdb/ChangeLog:

	* regcache.h (regcache_cooked_read_value): Remove, update
	callers to use readable_regcache::cooked_read_value.
	* regcache.c (regcache_cooked_read_value): Remove.
