* configure.in: Call AC_PROG_CC before configure.host. Don't 

substitute CFLAGS.
	* configure: Rebuild.
	* configure.host: Don't set information which autoconf should
	figure out, namely CC, CFLAGS, LDFLAGS, AR, and RANLIB.
	* Makefile.in (CFLAGS): Set to -g, not @CFLAGS@.
