convert to_watchpoint_addr_within_range

	* target.c (update_current_target): Don't inherit or default
	to_watchpoint_addr_within_range.
	* target.h (struct target_ops) <to_watchpoint_addr_within_range>:
	Use TARGET_DEFAULT_FUNC.
