* as.c: Remove -t option. 

* configure, configure.in: Move itbl-cpu.h to mips specific configure.
	* itbl-ops.h: Include itbl-cpu.h only if HAVE_ITBL_CPU is defined.
	* config/tc-mips.h: Define HAVE_ITBL_CPU.
