[ARM] Read memory as unsigned integer 

When GDB read inferior memory as an address or an instruction,
it should be unsigned.

	* arm-tdep.c (arm_scan_prologue): Read memory as unsigned integer.
	(arm_exidx_unwind_sniffer): Likewise.
