* init.c (initialized): Remove static variable. 

(bfd_init): Don't bother setting initialized.
	(bfd_check_init): Remove.
	* opncls.c (_bfd_new_bfd): Don't call bfd_check_init.
	* libbfd.h: Rebuild.
