alpha testsuite fixes 

Fixes a couple of ERROR results due to .set difference on alpha.

	* testsuite/ld-elf/shared.exp: Don't build pr19073 test on alpha.
	* testsuite/ld-elf/pr18720b.c: Don't use .set on alpha.
