make symtab::dirname const 

This makes symtab::dirname const and updates one spot to avoid an
intermediate constless result.

	* buildsym.c (end_symtab_from_static_block): Use obstack_copy0.
	* symtab.h (struct symtab) <dirname>: Now const.
