solib_global_lookup: Fetch arch from objfile, not target_gdbarch. 

gdb/ChangeLog:

	* objfiles.c (get_objfile_arch): Constify.
	* objfiles.h (get_objfile_arch): Update prototype.
	* solib.c (solib_global_lookup): Fetch arch from objfile,
	not target_gdbarch.
