introduce remote_load

I used a refactoring script to add target_ops arguments to all the
target methods. In order to make this script work a little better,
this patch adds a new "remote_load" function; this eliminates the need
to later change the signature of generic_load.

	* remote.c (remote_load): New function.
	(init_remote_ops): Use it.
