TUI: GC tui_target_has_run 

Nothing actually uses this global.

	* tui/tui-hooks.c (tui_target_has_run): Delete.
	(tui_about_to_proceed): Delete.
	(tui_about_to_proceed_observer): Delete.
	(tui_install_hooks, tui_remove_hooks): Don't install/remove an
	about_to_proceed observer.
