* configure.in (host==powerpc-pe): Add many directories to noconfigdirs 

for powerpc-pe native.
        (target==i386-win32): add tcl, make to noconfigdirs if canadian cross.
        (target==powerpc-pe): duplicate i386-win32 entry.
