Remove forward enum declaration in utils.h. 

These forward declarations are a GNU extension, and they trigger
a build warning when the compiler does not support it.

gdb/ChangeLog:

        * utils.h: #include "exceptions.h".
        (enum errors): Remove partial declaration.
