* coff-i386.c (coff_i386_reloc_type_lookup): Add BFD_RELOC_32_PCREL. 

* config.bfd (i[345]86-*-win32): Becomes i[345]86-*-cygwin32.
	(powerpcle-*-cygwin32): New.
	* peicode.h (add_data_entry): Get address from vma.
