* config/alpha/alpha-osf3.mh, config/alpha/nm-osf3.h: New files 

for OSF/1-3.x procfs support.
	* configure.in (alpha-dec-osf):  Use them when configuring
	for OSF/1-3.x.
	* configure:  Updated.
	* target.c:  Include <string.h>.
