* sunos.c (m68k_plt_first_entry, sparc_plt_first_entry): Now

* srec.c, tekhex.c: Include libiberty.h. Delete static array
hex_value and replace references to it with references to
hex_init, hex_p, and hex_value.
* Makefile.in: Updated dependencies.
* archures.c (archures_init_table): Now const.
(bfd_arch_init): Adjusted type of local var `ptable'.
