Pass $PLT_CFLAGS to build_binary 

Some linker symbol version tests without PIC expect PLT.  This patch
adds $PLT_CFLAGS to CFLAGS.

	* ld-elfvers/vers.exp (build_vers_lib_no_pic): Pass $PLT_CFLAGS
	to build_binary.
