ctf_xfer_partial: Return TARGET_XFER_E_IO instead of -1 on error

Use the enum value instead of the corresponding int value.

gdb/ChangeLog:

	* ctf.c (ctf_xfer_partial): Return TARGET_XFER_E_IO instead of
	-1 on error.
