* arm.cc (Arm_relobj::do_read_symbols): Warn about ARM EXIDX sections
	without SHF_LINK_ORDER flags.
	* layout.cc (Layout::choose_output_section): Do not filter
	SHF_LINK_ORDER flag in a relocatable link.
