btrace: non-stop

Support non-stop mode in record btrace.

gdb/
	* record-btrace.c (record_btrace_open): Remove non_stop check.
	* NEWS: Announce that record btrace supports non-stop mode.

testsuite/
	* gdb.btrace/non-stop.c: New.
	* gdb.btrace/non-stop.exp: New.
