ECOFF archive uninitialised read

* ecoff.c (_bfd_ecoff_slurp_armap): Sanity check parsed_size and
	symbol count.  Allocate an extra byte to ensure name strings
	are terminated.  Sanity check name offsets.  Release memory on
	error return.
