2009-09-01 Tristan Gingold <gingold@adacore.com> 

* makefile.vms: Ported to Itanium VMS.  Remove useless targets and
	dependencies.  Remove unused FORMAT variable.
	* configure.com: New file to create build.com DCL script for
	Itanium VMS or Alpha VMS.
