* objfiles.c (objfile_has_symbols): New function.
	* objfiles.h (objfile_has_symbols): Add prototype.
	* symfile.c (symbol_file_add_with_addrs_or_offsets): Call
	objfile_has_symbols.
	(reread_symbols): Ditto.
