* ldlang.c (lang_check_section_addresses): Ignore non-loadable 

sections when checking for overlap.  Clarify error message
	concerns load address.

	testsuite/
	* ld-scripts/rgn-at4.t: New.
	* ld-scripts/rgn-at4.d: New.
