* coff-mips.c (mips_read_relocs): New static function, broken out
of mips_relax_section.
(mips_relax_section): Call mips_read_relocs.

* bfd-in.h (bfd_mnips_ecoff_create_embedded_relocs): Declare.
* bfd-in2.h: Rebuild.
