[ARM]Positively emit symbols for alignment

    * config/tc-arm.c (arm_init_frag): Always emit mapping symbols.

  gas/testsuite/
    * gas/arm/thumb2_vpool_be.d: Adjust the desired output.
    * gas/arm/vldconst_be.d: Ditto.
