* configure.in: Set em=svr4 for m68k-*-sysv4*. 

* configure: Rebuild.
	* config/te-svr4.h: New file.
	* config/tc-m68k.c (m68k_comment_chars): Only include `#' if
	TE_SVR4 or TE_DELTA.
