3e288e2736 * Makefile.in (FLAGS_TO_PASS): Add $(HOST_FLAGS) to allow the 
host to add it's own flags.
	* config/mh-windows (HOST_FLAGS):  Set srcroot, which is needed
	for MSVC build procedure.

For consistency with mh-sparcpic and libgcc.a; SunOS 4 apparently doesn't
allow mixing of pic and PIC.
