* tui/tui-win.c (tui_rehighlight_all, tui_set_var_cmd): New
functions.
(_initialize_tui_win) <border-kind, border-mode>:
<active-border-mode>: Use tui_set_var_cmd as the "set" function.
* tui/tui-win.h: Add prototype for tui_rehighlight_all.
Two modifications:
1. The addition of 2013 to the copyright year range for every file;
2. The use of a single year range, instead of potentially multiple
year ranges, as approved by the FSF.
Silence a few -Wmissing-prototypes warnings.
