This patch, along with previous patches in the series, supports
putting the ELF file header and program headers in a PT_LOAD without
sections.
Logic governing whether headers a loaded has changed a little: The
primary reason to include headers is now the presence of
SIZEOF_HEADERS in a linker script. However, to support scripts that
may have reserved space for headers by hand, we continue to add
headers whenever the first section address is past the end of headers
modulo page size.

* elf-nacl.c (segment_eligible_for_headers): Drop requirement that
some section have SEC_HAS_CONTENTS set. It's not set for
.note.gnu.build-id, and a segment of only read-only SHT_NOBITS
sections is implausible and not really supportable anyway.
* elf-nacl.c (nacl_modify_segment_map): Fix logic reordering the
elf_segment_map list. If an executable segment is page-aligned
but does not end with a full page, then append a fake section into
the segment map entry that pads out the page.
(nacl_final_write_processing): New function. Write the code fill
laid out in nacl_modify_segment_map.
