	* osabi.c (gdbarch_lookup_osabi): Return GDB_OSABI_UNINITIALIZED if
	there's no BFD.
	(gdbarch_init_osabi): Remove osabi argument; use info.osabi.

	used locally, so move them from the target machine header to here.

	Make static.
