Many projects (e.g. the Linux kernel) and build systems use "silent"
rules, which means that they'll only print a summary of what's being
done instead of printing all the detailed command lines. While chatting
on the #gdb IRC channel, I realized a few people (including me) thought
it would be nice to have it in GDB too.
The idea is that too much text is not useful, the important information
gets lost. If there's only the essential information, it's more likely
to be useful. Most of the time, when I look at the build output, it's
to see how it's progressing. By just printing a brief summary of each
operation, I can easily spot what's currently being compiled and
therefore how the build progresses (with time you know the order in
which files are compiled almost by heart).
As with other projects (Linux, automake-based things, probably others),
it's possible to print the complete command lines by passing V=1 to make
(or any other non-zero value).
I had one hesitation about this: when people report build failures, we
are more likely to miss the full compile command line. We'll probably
sometimes need to ask people to include the build log with "make V=1".
I don't think it's a big downside, if other projects the size of the
Linux kernel can live with it, I'm sure we can too.

These two modules are necessary because of the rework that will be
done in the "change directory" logic on GDB/gdbserver in the next
commits.
First, we will get rid of the "gdb_dirbuf" global variable and instead
rely on the fact that "getcwd (NULL, 0)", which is a GNU extension,
returns a heap-allocated string with the necessary bytes to hold the
full path. This is a good practice not only because globals are not
ideal but also because there is no good way to know beforehand the
size of the full pathname allowed in the filesystem ("PATH_MAX" is not
portable and does not reflect all the possible filesystems out there).
We will also have a way to "cd" to a directory also on gdbserver, but
in order to do that uniformly, there must be a way to do tilde
expansion on directories provided by the user. Currently, GDB uses
"tilde_expand" from readline to do that, but gdbserver doesn't link
against readline and therefore cannot use this function. The solution
is to use "glob" instead, which can perform tilde expansion as a GNU
extension. Therefore, we need gnulib's version of "glob".
A special note is necessary for gdb/ser-tcp.c. It defines "close" as
"closesocket" on Win32 targets. If we leave the code as is, this
would conflict with gnulib's definition of "close". Therefore, in
order to keep the same code path from before this import, I decided to
"#undef close" first, and then let the original (re)definition of it
take place.

Patch [1] broke a build on MinGW hosts, because MinGW doesn't provide POSIX
functions setenv () and unsetenv (). This can be fixed by using
implementations from gnulib.

This applies the second part of GDB's End of Year Procedure, which
updates the copyright year range in all of GDB's files.

Since we don't use suffix rules nor implicit rules in gdb, we can
disable them. The advantage is a slightly faster make [1].
Here are some numbers about the speedup. I ran this on my trusty old
Intel Q6600, so the time numbers are probably higher than what you'd get
on any recent hardware. I ran "make" in the gdb/ directory of an
already built repository (configured with --enable-targets=all). I
recorded the time of execution (average of 5). I then ran "make -d" and
recorded the number of printed lines, which gives a rough idea of the
number of operations done.
I compared the following configurations, to see the impact of both the
empty .SUFFIXES target and the empty pattern rules, as well as running
"make -r", which can be considered the "ideal" case.

We can see that the empty .SUFFIXES target has a bigger impact than the
empty pattern rules, but still it doesn't hurt to disable the implicit
pattern rules as well.
There are still some mentions of implicit rules I can't get rid of in
the "make -d" output. For example, it's trying to build .c files from
.w files:

subdirectories actually made it slower, so this is kind of a way to
redeem myself. But it the end it's faster than it was previously,
so it was all worth it. :)

For a forthcoming patch, I need a "skip_to_colon" function. I noticed
there are two skip_to_semicolon (one in gdb and one in gdbserver). I
thought we could put it in common/, and generalize it for any character.
It turns out that the strchrnul function does exactly that. I imported
the corresponding module from gnulib, for those systems that do not have
it.
There are probably more places where this function can be used instead
of doing the work by hand (I am looking at
remote-utils.c::look_up_one_symbol).

This fixes the mingw build breakage reported by Pierre.
I found that the gnulib strerror module somehow requires us to pull in
the gethostname module. However, pulling in the gethostname module
makes many things break.
I've sent a bug report to gnulib.
Meanwhile, removing the strerror module should not harm gdb and fixes
the build.
I'm checking this in.

I wanted to import the pathmax module, and that pulls in the unistd
module as dependency. The unistd module is actually bigger than the
pathmax module. If we're going to end up with it, might as well
import it explicitly, and make use of it throughout.
The "unistd" module makes a GNU-like <unistd.h> always available.
This means we no longer need to do:

gnulib/update-gnulib.sh script, surprisingly, one gets a different
result compared to what's in the tree. This is with pristine FSF
autoconf and FSF automake, at the versions required by
update-gnulib.sh. However, if one just runs the update-gnulib.sh
scripts against the _existing_ tree, then nothing changes... I
suspect gnulib-tool's merge logic might be preserving some things by
design. This gets rid of cruft that might have accumulated over
gnulib updates. onceonly.m4 seems to fit in that category.

Reimport gnulib from scratch.

import/m4/onceonly.m4.

This patch is the result of re-running the copyright.py script
in GDB, after we modified it to stop ignoring some files in
gdb/gnulib that should have been updated earlier this year.
