read local syms on non-ELF input.
(ppc64_elf_size_stubs): Call _bfd_elf64_link_read_relocs rather
than duplicating it's function here. Adjust free of internal
relocs to suit.
(ppc64_elf_relocate_section): Adjust local syms in opd section.
