Both gdb and gdbserver need this definition to properly work with call0
ABI. Make it available to both.

This applies the second part of GDB's End of Year Procedure, which
updates the copyright year range in all of GDB's files.

* xtensa-tdep.h (struct xtensa_elf_gregset_t): Add threadptr
member and move the structure to arch/xtensa.h.
