* cgen.c: New file.

	(TARGET_CPU_HFILES): Add tc-m32r.h.
	(OBJS): Add cgen.o.
	(DISTCLEAN_HERE): Add cgen-opc.h.
	(.dep1,.tcdep): Create empty cgen-opc.h.
	(cgen.o): Add dependencies.
	(dependencies): Regenerate.
