reverse the order of relocs in mach-o gas output.
gas:
* config/obj-macho.c (obj_mach_o_reorder_section_relocs): New.
* config/obj-macho.h (SET_SECTION_RELOCS): Define.
(obj_mach_o_reorder_section_relocs): Declare.
