* Makefile.in, configure.in: Converted to use autoconf.
* configure: New file, generated with autoconf 2.3.
* config/{mt-alpha, mt-dummy, mt-i386, mt-ns532, mt-sparc,
mt-tahoe, mt-vax}: Removed.
