rs6000.c (output_toc): Allow 32-bit targets to handle DImode constants.

* config/rs6000/rs6000.c (output_toc): Allow 32-bit targets to
        handle DImode constants.  Use one TOC entry for SImode and smaller
        constants, aligned properly.
