100, allowing MAX_UNROLLED_INSNS to be overridden.

(MAX_UNROLLED_INSNS): Delete, now in params.h.
* doc/invoke.texi (--param max-unroll-insns): Document.
* Makefile.in (unroll.o): Add $(PARAMS_H) dependency.
