tree-ssa-live.c (build_tree_conflict_graph): Change the type of tpa_to_clear to VEC(int,heap).

* tree-ssa-live.c (build_tree_conflict_graph): Change the type
	of tpa_to_clear to VEC(int,heap).  Update uses of
	tpa_to_clear.  Free tpa_to_clear at the end.
