[Ada] Fix serial port baud rate setting on GNU/Linux

gcc/ada/

	* libgnat/g-sercom__linux.adb (Set): Use cfsetospeed and
	cfsetispeed to set the baud rate. Clear non-blocking serial port
	status when blocking is requested.
