config.gcc: Set STMP_FIXPROTO and FIXPROTO_DEFINES in target makefile frag... 

* config.gcc: Set STMP_FIXPROTO and FIXPROTO_DEFINES in target
	makefile frag, not host makefile frag.
	(m88k-dg-dguxbcs*): Add m88k/t-dgux to tmake_file.
	(hppa*): Add pa/t-bsd to tmake_file where no special xmake_file is
	used.
        (hppa*-*-openbsd*): Don't use nonexitent pa/t-openbsd.
	* config/m88k/t-dguxbcs: Remove definitions already in t-dgux.
	* config/m88k/t-dgux (STMP_FIXPROTO): Define.
	* config/i386/t-cygwin (STMP_FIXPROTO): Define.
	* config/i386/t-dgux (STMP_FIXPROTO): Define.
	* config/x-interix: Don't define STMP_FIXPROTO and
	FIXPROTO_DEFINES.
	* config/t-interix: New file, define STMP_FIXPROTO.
	* config/i386/x-beos (STMP_FIXPROTO): Don't define here.
	* config/i386/t-beos (STMP_FIXPROTO): Define here instead.
	* config/t-svr4 (FIXPROTO_DEFINES): Define.
	* config/arm/t-riscix (FIXPROTO_DEFINES): Define.
	* config/i386/t-sco5 (FIXPROTO_DEFINES): Define.
	* config/i386/t-sco5gas (FIXPROTO_DEFINES): Define.
